Photographers want their tools to be as up-to-date as possible, whether it is a new prime lens or the latest version of photo-editing software. To every photographer, whether professional or enthusiast, the cost of tools is critical. Fortunately, there are many places on the web to find free photo effects to augment photo editing software. These effects can help the photographer salvage a less-than-perfect photo or turn a simple snapshot into a work of art.
Instructions

Navigate to a site that offers free effects. Searching Google or Yahoo! for "photo editing effects free" will get you sites such as DeviantArt, CoffeeShop or Backgrounds Etc. Click on the link to open the site and click on the "Download" link or button. A window will open asking if you want to save the file or open it.

Click "Open" if it has a ".zip" extension. Your unzip software will open showing the files required to use the effect. Click "Save" if it is an ".exe" file.

Save the files to a folder on your hard drive. For added convenience, extract the downloaded effects to a folder on your Desktop.

Copy or install them to the appropriate folder with your photo editor software files. For example, if your photo editor is Adobe Photoshop Elements 8, copy the Texture files to the "Program Files\Adobe\Photoshop Elements 8.0\Presets\Textures" folder. Or if your photo editor is Serif PhotoPlus X3, copy Photo Frame files to the "Program Files\Serif\PhotoPlus\X3\Creative Resources\Photo Frames" folder.
Tips & Warnings
Keep copies of downloaded files organized in a folder on your Desktop.
Be careful not to copy over or rename program files in your photo editor software folder. If you damage a program file by renaming it or copying another file with the same name into the folder, your software may not work properly or not work at all.
